He added: “The draft law includes wage structural reforms in the public pre-university education sector and Al-Azhari, and the establishment of a fund for social and financial care for teachers in educational professions and their assistants in education and Al-Azhar, and the new financial benefits package will start to be disbursed from next January, and the average monthly increase ranges from 390 pounds per teacher. Assistant to 630 pounds to the chief teacher, excluding the school administration incentive.

The minister explained: “An agreement was reached between the Ministry of Finance with the Ministry of Education and Al-Azhar Al-Sharif on a new mechanism, approved by the Council of Ministers and the House of Representatives, to disburse transfer exams bonus to all workers in the public and Azhari pre-university education sector, after granting them, according to the draft law, an additional reward for Transfer exams in financial categories equivalent to 25% of the transfer exams reward value on June 30, 2020, and 50% of the total transfer exam reward value will be disbursed monthly, and the rest will be spent annually at the end of the first round exams for transportation classes, so that teachers are paid between 130 and 310 pounds And their assistants are paid between 100 and 310 pounds per month, at an additional annual cost of 2.8 billion pounds, in addition to the insurance costs. ”

The minister added: “The draft law includes an increase of 50% of the value of the teacher allowance on June 30, 2020, ranging from 75 pounds to 180 pounds, according to the job levels of teachers, from which 1.4 million teachers will benefit at an annual cost of 1.8 billion pounds, in addition to insurance burdens, and the granting of a performance incentive. An additional monthly increase for the occupants of educational jobs in Education and Al-Azhar in financial categories, at a rate of 50% of the value of the current performance incentive on June 30, 2020, ranging from 140 to 185 pounds, from which 1.4 million teachers benefit, at an annual cost of 1.2 billion pounds, in addition to insurance burdens.

According to what Parliament has approved today, the draft law includes approving a school administration incentive of 250 pounds for each school principal or institute sheikh, and 150 pounds for the school or institute representative per month, from which 110,000 school principals and their agents in the public and Azhari pre-university education sector will benefit, at an annual cost of 311 million EGP excluding insurance charges.

The minister said in his post: “The draft law also provides for the establishment of a fund for financial and social care for teachers in the educational professions and their assistants in education and Al-Azhar, which has a legal personality and reports to the Prime Minister and its headquarters in Greater Cairo, with the aim of providing care to teachers and their assistants, and the fund’s board of directors determines the benefits package. Which will be provided by the fund to teachers and their assistants and which make decisions according to the financial solvency determined by an approved actuarial study.

As for the fund’s financing resources, the minister emphasized that the financing will come from several resources, the most important of which are: (Providing financial support for one time only half a billion pounds from the state treasury by 250 million pounds this year, if the law is issued, and another 250 million pounds during the next fiscal year. In addition to the Fund’s periodic resources, including 2% of the value of the proposed increase in teacher allowance, performance incentive, examination bonus, and school administration incentive during the fiscal year 2020/2021 at a minimum of 5 pounds per month, 5% of the value of school remedial groups, and 5% of the profession practice license fee For educational activities, 5% of the annual fee for educational activities and services, 5% of the fees for licenses to establish and operate private schools, the return on investment of the funds of the fund, and any donations or gifts accepted by the Board of Directors and consistent with the objectives of the fund, and what the State Treasury may allocate in terms of resources in favor of the fund .

The number of beneficiaries of the structural reforms package for workers in the pre-university and Al-Azhari education sector is about 2.1 million employees, including 1.4 million teachers, and 700,000 from the rest of the workers. The state treasury will bear 6.6 billion pounds for the cost of the new benefits, including support for the Social Welfare Fund for teachers and their assistants.
